Oleg helped my family with getting PR through the Express Entry program. Initially we wanted to apply for the BC PNP program but Oleg changed our mind as he saw some potential in getting everything done much faster through Express Entry than BC PNP. Most clients arrive with the same questions before booking a consultation — about who’s licensed to give immigration advice, which program fits their situation, what really happens during the application process, and what it costs. Here are the answers we share most often.

What is an RCIC, and why does it matter?

An RCIC — Regulated Canadian Immigration Consultant — is licensed by the College of Immigration and Citizenship Consultants (CICC), the federal regulator. RCICs are among the few professionals legally permitted to represent clients before IRCC for a fee. Choosing an RCIC means your file is handled by someone bound by professional standards, mandatory continuing education, errors-and-omissions insurance, and a strict code of ethics. Unlicensed “ghost consultants” operate outside the law and put your application at risk — including misrepresentation findings that can lead to refusals or multi-year bans.

Who is legally allowed to provide immigration services in Canada?

Federal law restricts paid immigration representation to three groups: Regulated Canadian Immigration Consultants (RCICs) licensed by the CICC; lawyers in good standing with a provincial or territorial law society; and notaries who are members of the Chambre des notaires du Québec. Family or friends may help informally without charging fees. Anyone else charging to represent you to IRCC is operating illegally and can be reported to the CICC or CBSA. Always verify credentials of anyone offering paid immigration help.

What’s the difference between an RCIC and an immigration lawyer?

Both RCICs and immigration lawyers are licensed to represent clients before IRCC — the difference is in how each is trained. RCIC training focuses exclusively on immigration: a three-term graduate diploma with nine immigration-specific courses (eligibility, temporary entry, economic and family-class streams, refugee protection, enforcement, citizenship, ethics, and practice management), aligned with the regulator’s essential competencies. Immigration law is typically an elective in a JD program, so a lawyer’s depth in immigration depends on whether they pursued that elective and how much practice they’ve built since. For most permanent residence, work, study, and visitor applications, an RCIC’s focused training fits the work well. For complex litigation, federal court judicial reviews, or criminal inadmissibility cases, an immigration lawyer is often the better choice. The right professional depends on what your file actually requires.

How can I verify that my consultant is licensed?

Every RCIC in good standing is listed on the CICC public register at college-ic.ca. The register lets you search by name, R-number (the unique licence number, like R706744), company, country, or city, and shows licensing status, any conditions, and disciplinary history. For more on the different licence types and what they cover, the CICC’s “Find an Immigration Consultant” page is the official starting point. For lawyers, check the directory of the relevant provincial law society. If a consultant cannot provide a verifiable R-number or law society membership, walk away — verification is the single most reliable protection from fraud.

Can I apply on my own, or do I really need a consultant?

Yes, you can apply on your own — IRCC accepts self-represented applications, and forms and instructions are publicly available. Most files don’t strictly require a consultant. People hire us for three honest reasons. First, language: immigration is a high-stakes legal process, and many clients prefer to handle it in their first language rather than guess at legal English or French. This applies to people applying from abroad — and equally to clients already living in Canada whose day-to-day English or French is fine for life and work, but not for parsing IRCC forms, regulations, and officer correspondence. We work in English, Ukrainian, Russian, and Hebrew, so the explanation, the strategy, and the back-and-forth happen in a language you actually think in. Second, peace of mind: one missed checkbox or weak letter can cause months of delay, and clients sleep better when someone who handles these files daily is responsible for the details. Third, time: most of our clients have a business, a job, a degree, or a young family — they could absolutely do this themselves, but prefer to delegate it the same way they delegate accounting or marketing. The fit is a practical question, not a lecture about who needs help.

How do I know which immigration program is right for me?

The right program depends on a combination of factors: education, work experience, language ability, age, family situation, ties to specific provinces, and your goals — permanent residence, temporary stay, or business establishment. With over 100 federal and provincial pathways currently active — Express Entry, PNPs, Atlantic Immigration, Rural Community Pilot, sponsorship streams, work permits — comparing programs against your profile is rarely obvious. An eligibility consultation produces a shortlist of realistic options, ranked by likelihood of success and processing time.

What are the most common ways to get permanent residency in Canada?

Most permanent residents arrive through one of several established federal and provincial pathways. Express Entry remains the largest stream, using the Comprehensive Ranking System (CRS) for federal economic immigration. Provincial Nominee Programs operate across 11 provinces and territories with their own targeted streams. Family Sponsorship covers spouses and common-law partners, parents and grandparents, and dependent children. Regional pilots include the Atlantic Immigration Program, the Rural Community Immigration Pilot, and the Francophone Community Immigration Pilot. Many permanent residents also transition from temporary status — international students moving from a Post-Graduation Work Permit into economic immigration, or work-permit holders qualifying through provincial nomination. Each program has distinct eligibility rules, processing times, and competitiveness — the right one depends on your profile.

Why are immigration application refusal rates so high right now?

IRCC has tightened processing standards across most streams since 2024, alongside reductions in immigration targets and increased scrutiny of misrepresentation. Common refusal reasons include incomplete documentation, weak proof of funds, unclear study or business plans, dual intent concerns, and credentials that don’t match what was described in the file. Visitor visa, study permit, and work permit refusal rates have all increased — the bar for “satisfactory evidence” is higher than it was a few years ago. Most refusals trace back to issues that could have been documented differently from the start.

How much does it cost to immigrate to Canada with a consultant?

Total cost has three components. Government fees are set by IRCC and provincial authorities — a permanent residence application includes processing fees plus the Right of Permanent Residence Fee. Third-party costs cover language tests, education credential assessments, medical exams, biometrics, police certificates, and translations. Consultant fees depend on engagement type — We offer two. Representation — we review and correct your file, prepare a Representative Submission Letter, sign IMM 5476, file the application and represent you before IRCC; you can start with us at any stage, and the fee reflects the stage at which we begin. File Review — a single live 90-minute session at C$900: no written report, no IMM 5476, and you remain the applicant of record. Fees are quoted up front in writing and billed by milestone — each contract specifies exactly what triggers each payment and what’s included. Nothing is paid all at once.

Do you guarantee application approval?

No one can guarantee approval — final decisions are always made by IRCC, or by the relevant provincial authority for nomination programs. What we guarantee is professional preparation: forms complete, documents supporting eligibility, and your case presented in the strongest defensible way under current rules. Before accepting a file, we conduct a frank eligibility review and tell you honestly whether your case has a realistic chance, where the weak points are, and whether a different pathway fits better.
